The Circular Construction Procurement Guideline will serve as a comprehensive knowledge database for all stakeholders in the construction industry who are involved in public or private procurements at any stage of the process. This guideline will offer insights, advice, and best practices for every phase of the process, starting from identifying the reasons and concluding with contract management.
Primarily, the handbook will guide readers in defining the needs and requirements of the procurement. This includes understanding the overall goals, assessing actual needs, gaining internal buy-in, customization, and identifying risks and opportunities. The subsequent section will focus on creating appropriate specifications and selecting award criteria that will enable the identification of suppliers who are most relevant in the subsequent stages of the process. Here, emphasis will be placed on pre-procurement consultations, different procedure types, technical specifications (including standards, performance, product and material requirements, production and construction process requirements, and verification process), and award criteria.
The third division will highlight the significance of engaging the market during the procurement process. It will explore new business concepts, conduct market consultations, and engage in dialogue with potential suppliers. The following component will be dedicated to evaluating and awarding a contract. Recommended assessment methods will be provided, and different ways of measuring circularity and key performance indicators will be described. Lastly, the guideline will assist in contract management by offering suggestions for monitoring execution, role division and flexibility, effective KPIs, and performance reviews.
